Fees established for services to be rendered by staff of the Department of Public Works and Utilities or other cost departments, e.g., permits, certificates or inspection and reinspection, licenses, registrations, inspection, reinspection, surveys, reports, plan examination, testing and the like, shall be equitable and sufficient to cover, insofar as possible to determine or reasonably anticipate, the cost incurred for those services.
