§ 46-107  BUILDINGS ERECTED OVER PUBLIC SEWERS.
   (a)   No structure shall be erected over a public sewer or water main unless an exception is granted by the Director of Public Works and Utilities.
   (b)   Any structure erected over a public sewer shall have all plans, specifications and construction approved by Building and Safety Inspections and by the City Engineer subject to granting to the City an easement for access to the sewer for its maintenance, repair or operation. Such easement, plans and specifications shall satisfy the interested City agencies that the sewer will withstand structural loading, internal pressures, methods of connecting building drains thereto, and any other pertinent factors which may develop as a result of the erection of the structure and use of the premises. Any structural problem that may occur as a result of a structure being built over a City sewer, the owner shall be held liable for any subsequent damages hereafter.
