If no work has been done, a permit grantee shall be entitled to a refund on his or her permit but an administrative fee shall be deducted in accordance with established policy of Building and Safety Inspections. This administrative fee shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
