It is declared unlawful for any homeowner or his or her agent to repair or install water, sewer or drain lines which are either illegally or incorrectly installed, or which have been installed without proper permits from the Engineering Division and Building and Safety Inspections Division of the Department of Public Works and Utilities. Water service may be immediately terminated in those instances where public safety may be jeopardized.
