Water, sewer and drain work shall not commence until a permit for such work has been issued by the Engineering Division and/or Building and Safety Inspections. A person who starts work on private or public right-of-way without a permit shall pay a double administration fee specified by Ordinance 3071 and as determined by the Plumbing Official. The double administration fee shall not apply to emergency installation when evidence is proved to the satisfaction of the Plumbing Official.
