As of July 1, 1959, the Director of Finance shall establish a fund known as the “water pollution control fund.” Any monies appropriated to the water pollution control fund shall be used solely to defray the expenses of the City of Flint’s sewage disposal system including, but not limited to, maintenance, operation, repair and expansion of the system.
