All meters or other measuring devices installed or required to be used under the provisions of this division shall be under the control of the Superintendent of Water Supply and Pollution Control. The owner of the property upon which the measuring device is installed shall be responsible for its maintenance and safe keeping and all repairs thereto shall be made only by the City at the owner’s expense.
