A charge per 1,000 gallons of raw sewage, or part thereof, delivered to the sewage disposal plant, plus a service charge of per truck making the delivery, shall be paid. These charges shall be established from time to time by resolutions of the City Council, kept on file by the City Clerk, and contained in Appendix A of City Code. The officer in charge of the Water Pollution Control Plant shall adopt appropriate rules and regulations to control the manner, method and conditions under which the raw sewage shall be dumped into the sewage system of the City of Flint and upon adoption shall post the rules and regulations at the Water Pollution Control Plant.
