A charge shall be made for the discharge of septic tank effluent into the City system from septic tank cleaners for all loads up to 1,500 gallons. The charges shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code. The officer in charge of the Water Pollution Control Plant shall adopt appropriate rules and regulations to control the manner, methods and conditions under which the septic tank cleaner shall dump the effluent into the sewage system of the City of Flint and upon adoption shall post the rules and regulations at the Water Pollution Control Plant.
