§ 46-58.3  DETERMINATION OF AVERAGE CONCENTRATION OF STRENGTH OF WASTE DELIVERED.
   Determination of the average concentration of strength of the waste delivered shall be the obligation of the user. Analysis shall be made on representative samples collected by the user or his or her agent and at such intervals as the City may designate, but not less than monthly. Cost of all testing shall be at the user’s expense. The City may conduct multiple discharge analyses or may require multiple discharge analyses from an independent testing laboratory. The test results shall be used in determining the average waste strength of the discharge. Sampling will be conducted according to accepted methods. Composite or grab samples, depending on the user’s process, may be used. All sampling shall be conducted as set forth in § 46-149.
