§ 46-58.1  ANNUAL REVIEW OF EXPENSES.
   Once every year, within 120 days after the close of the City’s fiscal year, there shall be submitted to the Mayor an annual review of all expenses of the sewer fund for the previous year and shall include an opinion as to the adequacy of the rates to cover these expenses. Special mention shall be made comparing the user charge to operation, maintenance and replacement expenses. This report shall include a statement as to the proportionality of the user charge system.
