The rules and regulations established by the Division of Water Supply shall provide, among other things, that the consumer of water in territory outside of the City shall make an application in writing for the supply of water, and shall deposit with such application an amount sufficient to secure payment of all bills against the depositor. The consumer shall furnish a water meter, of a type and design approved by the Division of Water Supply; the meter shall be under the control of the Division of Water Supply during the time the water may be so supplied on the premises.
