Before any water mains, laid in any public street or highway outside the City, shall be connected with the waterworks system, there shall be filed with the City Council the consent of the officers of the township having control thereof, permitting the laying of the water mains in the street or highway and authorizing the officers, employees and agents of the City to enter upon the streets or highways and make repairs of the water mains and to connect or disconnect places where such water may furnish.
