The City Council is hereby authorized to empower the proper City officials to execute contracts or otherwise binding agreements for the furnishing of water to consumers outside of the City subject to the provisions of MSA §§ 5.2581 et seq.; provided, that the quantity of water so furnished shall not at any time impair the adequacy of the water supply within the City.
