Water consumers shall provide a suitable place for the location of meters so that the meters can be readily accessible for reading, repairing and to protect meters from damage by frost or in any other matter. In case of damage to meters resulting from improper location, the City may remove and repair the meter and charge the cost of the removal and repair to the consumer upon whose premises the meter was located.
