§ 1-132  PARTICIPATION IN MAKING DECISIONS RELATIVE TO CONTRACTS WITH PUBLIC ENTITIES OR BENEFICIAL TO OFFICER OR EMPLOYEE.
   No City officer or employee shall make or participate in making any decision contrary to the provisions of Act 317 of the Public Acts of 1968, being MCLA §§ 15.321 et seq., and MSA §§ 4.1700(51) et seq., regulating conduct of public servants in respect to contracts with public entities. No City officer or employee shall make or participate in making any other decision having knowledge that the decision will substantially benefit himself or herself, members of his household or a business with which he is associated, in a manner different from the benefit to the public or a broad segment of the public. This restriction will not prevent a City officer from making or participating in the making of a governmental decision to the extent that the officer’s participation is legally required for the action or decision to be made either because the official is designated by applicable law to make the decision or because there would be so few persons eligible to vote that the decision could not otherwise be made.
