Any air conditioning installation of over three tons installed after May 18, 1956 shall be equipped with a water conserving device in such a manner that water will be used only for the initial filling of the installation, make up required by evaporation or flushing purposes during the air conditioning season; except, that if the water is used from a well, no water conserving device shall be necessary.
