If the moving of any building should cause or make necessary the moving of any tree, plant or shrub in any public highway, it shall be done under the supervision of the Recreation and Park Board at the expense of the owner. Should the moving cause the death of the tree, plant or shrub, the owner of the building shall replace and make good the loss at his or her expense. All instructions contained in the printed permits shall be strictly observed by the parties to whom the permit is issued.
