(a) The Director of the Department of Public Works shall establish written rules and regulations to control the operation of the sanitary landfill site owned by the City, and shall prescribe by such rules and regulations the material to be deposited in the area the manner in which the material shall be deposited in the area, the times during which the area shall be available for use and the method of determining eligibility of persons desiring to use the area.
(b) All rules and regulations promulgated by the Director of the Department of Public Works, pursuant to the provisions of this section, shall be submitted to and approved by the City Council before becoming effective. Following approval of such rules and regulations, a copy of same shall be conspicuously displayed at the entrance to the sanitary landfill site.
