The Director of Public Works and Utilities of the City shall designate an area owned by the City or owned and operated by an approved contractor to be used as a compost site for the composting of yard rubbish, subject to the approval of the Flint City Council. The method of collection and disposal of the yard rubbish will be governed by rules and regulations developed by the Director of Public Works and Utilities, subject to approval of the rules and regulations of the City Council.
