No person shall be allowed or permitted to place poles, or string overhead wires for electric light, electric power, cable television system, telephone, telegraph or electric signals, except street lights, traffic signal lights, fire alarm system and wires and cables to such appurtenances owned or operated by or for a governmental agency, within the underground district of the City.
