The following described district, property or lands shall be known as the underground district of the City.
Beginning at the southwest corner of West Court and Beach Streets, and running north on the west side of Beach Street, to the Flint River, crossing the Flint River to the west side of Garland Street, then north along the west side of Garland Street to the north side of West Second Avenue, thence running east on the north side of West Second Avenue, thence running east on the north side of Second Avenue to the east side of Second Avenue to the east side of Payne Street, then south on the east side of Payne Street to the Flint River crossing to the east side of Harrison Street to the south side of East Court Street, then west on Court Street to the west side of Beach Street including all streets and avenues and alleys within the above named district.
