A person erecting electrical service or communication lines shall at all times be subject to and obey the provisions of this Code or other City ordinances now in existence as well as any and all ordinances which may be passed relating to the use of the public streets, and places within the City, including the putting up of signal lights and barriers at and around excavations and other dangerous places in the streets and public places.
