The expense incurred by the City in the employment of any servant, agent, officer or workers to carry out the provisions of this chapter in case of neglect or refusal on the part of any person, using or occupying the streets of the City with its poles, shall be a proper charge against the person and shall be paid on demand on a voucher or bill, duly certified and approved by the City Council.
