§ 37-1  APPROVAL REQUIRED OF UNDERGROUND INSTALLATIONS.
   It shall be unlawful for any person to lay or place, or cause to be placed underground, or to make or cause to be made an excavation in any street, alley or public place in the City for the laying or placing therein of any electric, telephone or telegraph wires, cables or conduits, or any water or gas mains or pipes, until there shall have been filed with the Department of Public Works and Utilities, and approved by the City Council, or in the case of a telecommunications provider, compliance with §§ 15-63 through 15-83, detailed plans and maps showing the proposed size, character and location of the wires, cables, conduits, mains or pipes, or lay or place, or cause to be laid or placed any such electric, telephone or telegraph wires, cables, conduits, mains or pipes, in any such street, alley or public place, not in conformity with such maps or plans, when approved by the City Council, or if a telecommunications provider, not in conformity with §§ 15-63 through 15-83.
