SCHEDULE II. LIMITED-TIME PARKING.
   (A)   Two-hour parking, weekdays and Saturdays. It shall be unlawful for any person to park or cause to be parked any motor vehicle or any other type of personal property in any of the parking spaces located on the following streets for a continuous period of time in excess of 2 hours between the hours of 8:00 a.m. and 6:00 p.m., Sundays and legal holidays excluded. This provision shall be inapplicable as to reserved spaces as hereinafter set forth.

   (C)   Exceptions. It shall be an exception to this Schedule II if the vehicle so parked is a city-owned or operated vehicle, owned by an owner of one of the businesses on said street where the alleged offense occurred or is a resident of one of the adjacent properties. It is a rebuttable presumption of this schedule that whoever the registered owner of the vehicle shall determine where the person who parked the vehicle is a business owner as described above or a resident for purposes of this Schedule Il.
   (D)   Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or resists the enforcement of any of the provisions of this schedule shall be fined not more than $200 nor less than $1 for each offense. Each day that a violation is permitted to exist shall constitute a separate offense.
