(A) Zones established. It shall be unlawful for any person to park a motor vehicle, at any time, on the following streets.

(B) Presumption of responsibility; burden of proof. In any prosecution for any violation of this chapter, it shall be presumed that the registered owner of the motor vehicle, or the owner of the personal property, parked or caused to be parked that motor vehicle or personal property in the prohibited parking space, and it shall not be necessary for the city or state to prove that the owner parked or caused to be parked the motor vehicle or other personal property.
