The fees for refuse collection and noncompliance with section 7-1-4 of this chapter and the method of payment thereof, shall be set from time to time by resolution of the city council. All persons or businesses which produce refuse shall be billed at a rate set by resolution of the city council except those exemptions cited under subsections 7-1-2(C) through (F) of this chapter.
