It shall be unlawful and an offense for any person firm, or corporation either for himself or acting as an agent, employee or servant of any other person, firm or corporation, to engage in any work or to erect any structures, tanks, machinery, pipelines, or other appurtenances, incident to the drilling for or production of petroleum or natural gas or to operate, maintain, or permit to exist any equipment, structures or appurtenances incident to such production or to use or maintain any property or premises within the corporation limits of the city without first having been issued a permit or complying with all if the terms and conditions as provided in this chapter.
