§ 153.01 GENERAL.

No person shall commence or continue with the construction, installation, or operation of facilities within a public right-of-way except as provided in §§ 153.04 through 153.13, and 153.30 through 153.34, and in compliance with all applicable city and state codes, rules, and regulations.
