All facilities located within the public right-of-way shall be constructed, installed, and located in accordance with the terms of the construction permit and approved final plans and specifications for the facilities, and all applicable city codes, rules, and regulations. Whenever any existing electric utilities or communications facilities are within a public right-of-way and are located underground or required to be located underground by city code, a communications provider occupying or proposing to occupy the same public right-of-way must also locate its facilities underground at its own expense.
