New industrial and commercial structures of mass concrete or concrete block shall be faced above ground with material as approved by the Planning and Design Commission. Additions or alterations to existing buildings or any change to the facing of existing buildings shall be in a manner approved by the Commission in accordance with Section 1307.01(d) or Section 1149.05(a) of the Codified Ordinances, whichever is applicable.
