1307.01  PLAN EXAMINATION.
   (a)    Before commencing with the erection, construction, building, alteration, addition or repair of any building or structure or any part thereof, appropriate applications for plan approval shall be made in writing on forms provided by the Building Commissioner by the owner, applicant, accompanied by plans, drawings, specifications, other pertinent data and complete information of work to be done together with a satisfactory estimate of the cost of the work for which the application is made and marked thereon. No unfigured or incomplete applications shall be accepted.
   (b)    The Building Commissioner shall review the application for compliance to the Building and Zoning Codes. Those plans requiring grading or improvements for residential (new home) and commercial (new construction or addition) shall be referred to the City Engineer for review and approval.
   (c)    The Building Commissioner may submit the application, with plans, drawings, specifications and other pertinent data to the Planning and Design Commission for their advice when, in the opinion of the Building Commissioner, such will aid the Commissioner in acting upon an application. The provisions hereof are in addition to any approval required by the Commission by any law or ordinance of the City.
   (d)    The applicant shall be required within twenty-four hours of submittal of the application to post a sign, furnished by the City, stating the nature of the work to be done, the date plans submitted and address where the permit is requested. The sign shall be located in a visible place so as to be legible from the front lot line for a period of ten days during which time the application shall remain on file in the Division of Building for public inspection. At the end of this ten-day period, the applicant shall obtain a building permit and permit posting card. The posting card is to be prominently displayed during construction.
   (e)    Plan examination fees are payable to the Building Commissioner at the time the application is submitted. If plans are withdrawn, they may be resubmitted within a six-month period without the payment of an additional fee. No plan examination fee is refundable.
   (f)   The 10-day posting period subject to review shall apply to new construction, structural alterations, accessory, and yard structures.
   (g)    If an application is not approved, the applicant shall be advised as to the reasons of the disapproval.
