New residential structures constructed of mass concrete or concrete block, shall be faced above grade with a material approved by the Building Commissioner or the Planning and Design Commission in accordance with Section 1307.01(d). New additions or alterations to the facing of existing structures above grade shall match the existing materials when practical or shall be in a manner approved by the Commission.
