(a) Separate Office. The President of Council shall be elected by the voters. Candidates for such office shall file specifically for that office in accordance with Article IX of this Charter.
(b) Duties. The President of Council shall preside at all regular and special meetings of Council. The President of Council shall perform such duties as presiding officer as may be imposed upon them by the Council.
(c) Acting Mayor. In the absence of the Mayor, the President of Council shall act as Mayor as provided in Article III of this Charter.
(d) Vacancy in Office. In case of a vacancy, the President of Council shall be elected by Council from among its members and the one so elected shall vacate their office as Councilman and shall serve for the unexpired term of such President. (Amended 11-3-09; 11-5-19)
