With the exception of members of Council, City officials and City board members and Commissioners and City committees who are permitted to use Bain Park Cabin or the Dunson Community Room for any municipal purpose or function free of charge, no person, group, corporation or organization shall be permitted to use these facilities without paying the charges heretofore set forth with the following exceptions:
(a) Recreational activities sponsored by the Recreation Department shall be granted free use of the Bain Park Cabin or the Dunson Community Room. The Fairview Park PTA shall be granted free of any charge use of the Dunson Community Room for distribution of fundraising products. The American Red Cross and the Cuyahoga Board of Elections shall be granted free of any charge use of both facilities.
(b) There shall be no exemptions to the seventy-five dollar ($75.00) non-refundable rental fee, except for those listed above, which benefits the Bain Park Cabin Restoration Fund and the Dunson Community Room as specified in Section 923.05(e).
(c) The Mayor shall have the discretion to exempt the rental fee for local organizations whose membership is composed of City residents and are recognized by the City of Fairview Park, provided that the function is limited to award affairs, service projects and joint activities where no profit is to be derived by the participating organization or organizations. There shall be no exemptions to the seventy-five dollar ($75.00) non-refundable fee which benefits the Bain Park Cabin Restoration Fund and the Dunson Community Room as specified in Section 923.05(e).
