555.02 IDENTIFICATION AND INFORMATION.
   Each owner shall take immediate steps to identify the location of each PCB usage or deposit, clearly marking the unit or place containing, supporting or covering PCBs in a manner approved by the Director of Public Service and Development and informing the Police and Fire Departments of each such location. This requirement shall apply to any existing or future location. Each owner shall provide instructions to the City as to the proper steps to take in the event of a spillage, leak, explosion or other accident. Such information shall be permanently and securely posted at each location at a place to be determined and approved by the Director.

555.03 WHEN NOTICE REQUIRED; TO WHOM.
   (a)   In the event of a spillage, leak, explosion or other mishap involving PCBs, and immediately after the owner is made aware, discovers or should have discovered the mishap, the same shall provide notice to the Director of Public Service and Development and/or the Chief of Police and Fire, and within two hours to all residents within 200 feet thereof.
   (b)   Such notice may be oral or written or both.

555.04 MINIMUM CONTENTS OF NOTICE.
   Whenever notice is required under Section 555.03, it shall include, as a minimum, the following:
   (a)   Name and address of the owner(s);
   (b)   Location, nature and extent of the PCB mishap; and
   (c)   Nature and extent of personal injury or property damage, or threat of same, if any.
