§ 30.05 MAYOR’S ABSENCE.
   In the absence of the Mayor from the town or his or her inability from any cause to discharge the duties of his or her office, the President of the Council shall exercise all the powers and discharge all the duties of the Mayor. In case of absence or inability of the Mayor and President of the Council, the Council may appoint one of its number to act in his or her place. The President or Member of the Council, while performing the duties of the Mayor, shall be styled the “Acting Mayor”. Any Acting Mayor performing the duties of the Mayor shall be entitled to the salary of the Mayor.

§ 30.06 APPOINTING OFFICERS.
   He or she shall at the first meeting of the Council after the election each year, and from time to time thereafter, appoint, subject to confirmation of the Council, all necessary officers of the town and he or she shall, in like manner, appoint any other officers whose office is created by ordinance.

COUNCIL MEETINGS
§ 30.20 REGULAR MEETINGS.
   Regular meetings of the Council shall be held on the second Wednesday of each month. Should the regular meeting day be a recognized holiday, the Council shall, with proper notice, set an alternate day for the meeting.

§ 30.21 SPECIAL MEETINGS.
   (A)   Special meetings of the Council may be called by the Mayor whenever he or she may deem such meetings necessary for the transaction of the business of the town and he or she shall call a special meeting whenever requested to do so in writing by two Council members, which request shall be filed in the office of the Town Clerk. All meetings of the Council, whether regular or special, at which any person not a town officer is admitted, shall be open to the public.
   (B)   The Mayor shall be President of the Council and shall preside at its meetings, and shall supervise all departments of the town and report and recommend to the Council for its action, all matters requiring attention in any department. The Council shall, at its first regular meeting, select one of its members for Vice President of the Council and, in case of a vacancy in the Office of Mayor, or the absence or inability of the Mayor, he or she shall perform the duties of the Mayor.

§ 30.22 QUORUM.
   A majority of the members elected shall constitute a quorum for the transaction of business.

§ 30.23 ORDER OF BUSINESS.
   Upon the appearance of a quorum, the Council shall be called to order to proceed with the order of business as follows:
   (A)   Roll call;
   (B)   The reading of the minutes of the proceedings of all regular and other meetings, unless dispensed with, and their amendment and correction;
   (C)   Reports of town officers;
   (D)   Presentation of petitions, resolutions, communications and ordinances;
   (E)   Appointments and confirmation of town officials;
   (F)   Final reading and passage of ordinances;
   (G)   Allowance or rejection of bills;
   (H)   Unfinished business; and
   (I)   New business.
