238.12   NONRESIDENT PROTECTION.
   (a)   Bath Township.
      (1)   The Fairlawn Police Division is hereby authorized to provide assistance for police protection to the Township of Bath upon authorization of the Chief of the Fairlawn Division of Police or an authorized officer thereof.
      (2)   Council, by the enactment of this subsection, hereby declares its intention to cooperate with the Township of Bath to provide for the health, safety and welfare of the residents of that community.
      (3)   All officers of the Fairlawn Police Division, while acting outside the limits of the City under authority of this subsection and Ohio R.C. 737 .041, shall be entitled to and shall receive all forms of compensation, insurance and benefits which they would be entitled to if acting within the City limits.
   (b)   Copley Township.
      (1)   The Fairlawn Police Division is hereby authorized to provide assistance for police protection to the Township of Copley upon authorization of the Chief of the Fairlawn Division of Police or an authorized officer thereof.
      (2)   Council, by the enactment of this subsection, hereby declares its intention to cooperate with the Township of Copley to provide for the health, safety and welfare of the residents of that community.
      (3)   All officers of the Fairlawn Police Division, while acting outside the limits of the City under authority of this subsection and Ohio R.C. 737. 041, shall be entitled to and shall receive all forms of compensation, insurance and benefits which they would be entitled to if acting within the City limits.
   (c)   Statewide and Adjoining States.
      (1)   Council hereby approves the provision of police protection to any county, municipal corporation, or township of the State, or an adjoining state, and the provision of complex investigation assistance whenever necessary upon proper authorization.
      (2)   Police protection and assistance shall be extended only upon authorization of the Chief of Police, or any officer acting with the authority of the Chief of Police as provided by the Rules promulgated by the Fairlawn City Council, taking into account the following considerations:
         A.   That such police protection may be extended in times of emergency or disaster or other necessary circumstances, so far as is consistent with the proper protection of the City.
         B.   That the availability of police equipment and personnel shall be subject to priority of use within the City.
