The duties and powers of the officers and several members and employees of the Police Division
shall be as provided in this section and in other sections of this chapter:
(a) The Chief of Police shall fulfill the duties and have the powers provided in the City Charter. He shall be the chief peace officer of the City and the executive head, under the Director of Public Safety, of the Police Division. He shall have all powers conferred by law upon police officers in all municipalities in the State and those conferred upon constables, as well as such other powers not inconsistent with the nature of his office as are conferred by ordinance.
(b) Police Lieutenants, Sergeants, and all full-time, intermittent, or part-time officers or patrolmen, shall have full police powers.
(c) Police Lieutenants shall be second in rank only to the Chief of Police and shall, under the direction of the Chief of Police, have supervision and direction of all patrolmen and other employees of the Division.
(d) The records custodian and administrative secretary shall have no police powers.
