§ 93.55 OPERATING AIRCRAFT OVER CITY; HEIGHT ABOVE GROUND LEVEL.
   No person shall operate any aircraft over any part of the city at a height of less than 1,000 feet above ground level of the city, except while landing the aircraft or taking off from an airfield, when in the landing and taking off it is necessary for the aircraft to pass over the city.
