717.05   COLLECTION PROCEDURES.
   (a)   Collections Made Once a Week.
(1)   Collections at residences shall be made once a week, at the curb or edge of the street right of way.
(2)   Collections at mobile home parks shall be made once a week at a central pickup point in the park selected by the park operator. One central pickup point must be provided for each twenty mobile homes. (Ord. 119-93. Passed 8-23-93.)
   (b)   Containers.
(1)   All containers must be regulation garbage cans with a cover.
(2)   Garbage containers will be limited to four standard garbage cans with a maximum capacity of thirty gallons, and not to exceed seventy-five pounds in weight per container unless additional or larger containers are authorized by the solid waste contractor of the City.
(3)   No owner, tenant or occupant of any lot may store, place, or keep, or permit to be stored, placed or kept on that lot, any combination of dumpsters, compactors, grease dumpsters (hereinafter referred to as "dumpster"), outside an enclosed building, unless the following conditions are met:
A.   The dumpsters shall be located on a concrete reaction pad that is enclosed by a three-sided structure constructed of concrete block, brick, wood fence or chain link with slats sufficient to provide complete visual screening of the containers to a height of twelve inches above the top of the dumpsters. Such three-sided structure shall not project into or be located in a front or side yard. It may be located in a rear yard but shall be not less than fifteen feet from any rear or side lot lines when adjoining an A or R zoning district. On corner lots, it shall be set back from the side street not less than the required setback for the adjacent main building on the lot plus an additional five feet.

B.   The provisions of any other building, zoning or other code notwithstanding, no dumpster or large commercial trash container shall be placed within fifteen feet of any combustible surface or opening of any structure, excluding dumpster screening structures, and no closer than thirty feet from any public right- of-way. C.   The requirements as stated in this subsection (b)(3) shall be effective for newly placed dumpsters and dumpster location modifications after March 31, 1994. (Ord. 28-94. Passed 3-14-94.)
   (c)   Refuse Materials.
(1)   All garbage must be drained and wrapped. Separation of trash and garbage is not required.
(2)   Wooden and paper boxes must be broken down and tied in small bundles.
(3)   Hot ashes shall not be accepted.
   (d)   Time. Everything for collection must be placed at point of collection no later than 6:00 a.m. on the day of collection and no person shall place or allow solid waste to remain on the public right of way or in any yard nearer to a street than the principal structure more than twenty-four hours prior to the next scheduled day of collection by the City or its solid waste contractor. There will be no return calls for cans that are not at the point of collection by 6:00 a.m. Solid waste cans and containers shall be removed from the public right of way and any yard nearer to the street than the principal structure within twenty-four hours after the date of the solid waste collection by the City or its solid waste contractor and no person shall place or allow such cans or containers to remain in any public right of way or in any yard nearer to the street than the principal structure except when such cans or containers are placed for collection in accordance with this subsection.
   (e)   Holidays. Collection will be made on all holidays except Christmas and New Year's Day. Collection for these days will be made the following workday.
   (f)   Yard Waste. Per Section 953.09 only.
