Where the Building Commissioner finds that an emergency exists with regard to a violation of Section 674.06 which requires immediate action to protect the public health, the Building Commissioner may, without notice or hearing, issue an order reciting the existence of such an emergency and requiring that the Village immediately remove the trees or tree limbs causing the emergency pursuant to Section 674.08.
