§ 73.03 CERTIFICATE OF REGISTRATION; LICENSE TAGS.
   (A)   Upon application by such bicycle owner or operator being made, signed, and filed, a certificate of registration shall be issued, signed by the Chief of Police and delivered to the applicant, which certificate shall be in such form as prescribed by the Chief of Police. The Chief of Police shall also cause to be issued to such applicant a license tag, plate, or other means of identification which shall be immediately attached and affixed to the bicycle in such place and in such manner as may be designated by the Chief of Police, and such identification shall remain thereon at all times while such bicycle is owned or operated by the applicant.
   (B)   The applicant shall thereupon be permitted to operate such bicycle in the city, and it shall be unlawful to operate such bicycle within the city until the provisions of this section have been complied with.
