§ 71.04 RIDING OR DRIVING ON SIDEWALKS; EXEMPTION.
   No person shall ride, drive, or propel, or cause to be propelled, any vehicle or animal across or upon any sidewalk, except over permanently constructed driveways, or when it is necessary for any temporary purpose to drive a loaded vehicle across a sidewalk provided written permission has been previously obtained from the Traffic Engineer, or when permitted by Cal. Vehicle Code, § 21663. Persons who, by reason of physical disability, are unable to move about as a pedestrian shall be exempt from the provisions of this section while operating self-propelled wheel chairs or invalid tricycles.
