4-102: ANIMALS NOT TO BE AT LARGE:

No owner shall permit any animal (including fowl) owned, harbored, or kept by him to be at large within the City. It is unlawful for any animal to be at large at any time within the City. (Ord. 12-11-2, 11-5-2012)
