A. No person may discharge to public sanitary sewers:
1. Unpolluted storm water, surface water, groundwater, roof runoff or subsurface drainage;
2. Unpolluted cooling water;
3. Unpolluted industrial process waters; and
4. Other unpolluted drainage.
