The register required by Section 9-202 shall, at all times be kept open to the inspection of a member of the police department of the city, and the sheriff of the county, or his deputy, or any officer of the police force of this city, the city attorney of this city, and the district attorney or his assistant, and any one authorized in writing for that purpose by the chief of the police department, which authority shall be exhibited to the pawnbroker.
