9-101:   ITINERANT MERCHANTS DEFINED:
As used in this chapter, the following terms shall have the meanings respectively ascribed to them in this section:
      1.   "Itinerant merchant" means any individual, whether a resident of this city or not, traveling from place to place, from house to house, or from street to street without a fixed or established place of business in the city, and without representing a firm or person or corporation having a fixed or established place of business in the city for the purpose of:
         a.   Selling, offering for sale or taking or attempting to take orders for the sale of goods, wares and merchandise, personal property of any nature for present or future delivery; or
         b.   Selling, offering for sale or taking or attempting to take orders for the sale of services to be furnished or performed,
whether or not the person has, carries or displays a sample of the subject of the sale or whether he is collecting advance payments on the sale. The term "itinerant merchant" includes the terms canvasser, solicitor, peddler, transient merchant or vendor, transient or itinerant photographer; and
      2.   "Fixed or established place of business" means a place of business opened, owned or operated for the purpose of carrying on a permanent business but does not include any place of business owned or operated only for a temporary period of time.
