No person having in his possession, supervision or control, whether as owner, occupant or tenant, any premises situated in the City, shall allow or permit any such premises to have thereon, any empty boxes, barrels, rubbish, trash, waste paper, excess tin cans, weeds, junk, old auto parts, iceboxes, refrigerators, refuse or trash of any description not properly cared for. No person shall place or dump any of the items above mentioned in any public street, thoroughfare, avenue or alley, or upon any vacant lot or premises within the City. (Ord. 14-8-2, 8-4-2014)
